This sounds like an organisational detail. It is the whole thing. An inspector who answers to the supervisor whose output he is checking will, over a long enough period, stop finding problems.
Ours reports to the house directly, is measured on escapes rather than throughput, and has the standing to hold a shipment. It costs us days occasionally. It has never cost us an account.

Our side of it
Yes. UK assay-office hallmarking, Indian BIS, nickel release testing to EN 1811, REACH and California Prop 65 are all handled as part of the job. Tell us the destination market and we will tell you what applies.
For accounts with a settled bestseller list, yes — we hold finished stock or work-in-progress against a forecast and release on your call-off. It takes a season of history before we can forecast well enough to be useful.
Send it back. If it is a manufacturing fault we remake it and pay the freight both ways, no argument and no inspection fee. If it is wear or misuse we will tell you that plainly and quote the repair.
